Level requirement to begin the quest chain and enter the dungeon is 30. It comes from Mt O, but isn't rare. You get one every time. If for some reason you didnt have the sky iron, I imagine the zeus staff is the second best option to use. The real problem is the sky iron hasta is a guaranteed drop, and just insanely good for the level you get it. Yeah some lower level gear is just flat out better then most higher level gear. Once you get the level 60 Water Works Gear that ... There is school specific gear from mooshu onwards. The one from dragonspyre's last dungeon if actually pretty good to get if you have a new character because it's on par with wintertusk crafted gear and the wand is an upgrade to sky iron hasta.The sky iron hasta on the other hand, it's up to you. Some people switch it out in Avalon for a wand with a critical block rating but I've seen people running around with it in Azteca. Last I checked the Barkingham gear is better than the Zeus Gear (well aside from the Sky Iron Hasta) but so many people flock to do Olympus. I've spent an hour tryna get someone to team up with do the Rooftop in Barkingham and nothing....
